The memorandum confirms long-term objects and development directions for ORLEN Lietuva. It concerns mutual support for both parties’ infrastructure projects that are already under way or planned, as well as constructive approach and understanding in relation to raw materials logistics and the regulatory environment in Lithuania.

“ORLEN Lietuva is a crucial element in creating value for the entire ORLEN Group, while being a key enterprise for the Lithuanian economy. This is why we have been eager to have the full support of local decision-makers for the ORLEN Group’s strategic projects in Lithuania. At the same time, we pledged to cooperate with local firms as extensively as possible, in various fields, to ensure business stability for our largest Lithuanian partners. Today’s declarations of cooperation and comity may support the delivery of our long-term plans, but may also significantly enhance Lithuania’s energy security,” noted Daniel Obajtek, President of the PKN ORLEN Management Board.

The Lithuanian party committed to support ORLEN Lietuva’s investment plans to reconfigure the Mažeikiai refinery towards a higher crude conversion capability, thus bringing its operation in line with the increasingly more stringent environmental standards. The launch of a project to restore traffic on the Reņģe rail line was also confirmed, and the Lithuanian Railways stated that these works would be completed without delay. At the same time, the Lithuanian party declared that competitive terms of rail transport could be agreed. The arrangements between the Lithuanian authorities and ORLEN were also related to ongoing modernisation work, including company logistics. The parties expressed their readiness to cooperate in projects involving petroleum products transport. As regards tax matters, the Lithuanians pledged openness and horizontal approach to any petitions from ORLEN Lietuva. It was also declared that tax disputes, should any emerge, would be resolved by mutual agreement.
