ORLEN's position in the European Commission's public consultation on regulations concerning the calculation, verification and reporting of chemically recycled plastics
ORLEN presented key points concerning the impact of the proposed implementing act defining the methodology for calculating the recycled content in the chemical recycling process on the development of this technology and the profitability of related projects.
Chemical recycling technology complements petrochemical activities by enabling the conversion of plastic waste into primary raw materials, and is crucial for the company. In the context of the Commission's proposal, the following would be particularly relevant from ORLEN's perspective:
- extending the list of substances considered to be recycled material to all non-fuel products, which would enable them to be attributed to the production of polymers and other chemicals,
- allowing a disproportionate approach to mass balance, which would enable more optimal use of recycled material in several installations producing the same product, belonging to the same Capital Group and in specific geographical conditions (e.g. in the case of neighbouring Member States).
The proposed changes are important for enabling the gradual reorientation of chemical installations currently using fossil fuels towards sustainable sources. This approach is in line with the guidelines set out in the European Action Plan for the Chemical Industry and should take priority over the construction of new installations.
