ORLEN strengthens hydrogen capabilities in Pomerania with expert advisory support for Amber Hydrogen Valley

The Amber Hydrogen Valley project, launched by ORLEN in collaboration with more than 30 domestic and international partners, has been selected to receive expert advisory support through Project Development Assistance Plus (PDA plus) services coordinated by the Clean Hydrogen Partnership. The support, covering technical, commercial and regulatory expertise, will help optimise project development costs and guide the project through steps needed to reach final investment decision (FID). 

“The PDA plus support for Amber Hydrogen Valley is, above all, a strong endorsement of the project’s technological and business potential, but also the recognition of ORLEN’s consistent strategy in advancing the hydrogen economy. This initiative is a great example of effective cross-sector collaboration – we’re bringing together the strengths of industry, academia, local governments, and innovative businesses from the Pomerania region. Our goal is to build a lasting ecosystem that will help drive Poland’s energy transition and strengthen the country’s position on the European low-carbon technology map,” says Grzegorz Jóźwiak, Head of ORLEN’s Hydrogen and Synthetic Fuel Technology Development Office.

Under the facility, the Amber Hydrogen Valley project will be supported by the provision of a tailored advisory process led by an international consortium. The consultations will last three months and will include a feasibility study, assessment of technological and regulatory risks, support in developing the business model, and project readiness for financing. The ultimate goal is to bring the project to the FID stage in line with the requirements of the European hydrogen market.

Amber Hydrogen Valley is a regional ecosystem designed to establish a full hydrogen value chain – from production, storage, and distribution to end-use applications across industry, energy, transport, and port infrastructure. ORLEN is actively involved in the development of four regional Hydrogen Valleys: the Mazovian, Lower Silesian, Silesia–Lesser Poland, and Amber projects.

Advancing hydrogen technology – one of the cornerstones of the energy transition – is a central pillar of ORLEN’s strategic agenda. By 2035, the Group plans to expand its portfolio of electrolysis-based hydrogen production projects to approximately 0.9 GW, including around 0.7 GW in Poland.

To support its hydrogen projects, including Hydrogen Eagle and Green H2, ORLEN has secured PLN 1.7 billion in non-repayable funding under Poland’s National Recovery Plan, significantly accelerating the scale-up of renewable and low-carbon hydrogen production.
