Another partner to access Świnoujście Offshore Terminal. ORLEN Neptun secures new contract
ORLEN Neptun has signed another contract expanding the use of its offshore wind farm installation terminal in Świnoujście. The contract with Smulders, responsible for the manufacture of suspended internal platforms to be installed inside the Baltica 2 offshore wind farm, provides for the storage and assembly of steel components at the ORLEN Group’s terminal in Świnoujście, Province of Szczecin. This deal follows an earlier contract with Ocean Winds for the BC-Wind project. The Świnoujście Offshore Terminal is establishing itself as the Baltic region’s principal hub for offshore wind installations, ultimately capable of handling the assembly of several dozen turbines annually.

This represents a significant opportunity for the region as a whole and for Polish companies building capability in the offshore wind sector – a sector that will be central to the energy system of the future,” said Ireneusz Fąfara, President of the Management Board of ORLEN.
Under the contract with ORLEN Neptun, Smulders will lease space at the terminal to support construction of the Baltica 2 offshore wind farm, developed by the PGE and Ørsted consortium. The site will be used for the delivery, storage and assembly of SIP (Service Inspection Platforms), which will then be transported to their designated offshore locations. Components will be loaded in Świnoujście onto specialised vessels. The partnership also includes building a production facility for preparatory, assembly, installation and repair work.
Designed to accommodate the largest vessels used in offshore wind projects with turbines of around 15 MW, the Świnoujście Offshore Terminal offers excellent multimodal access by rail, ferry, air and road, while its inland location ensures optimal weather conditions for year-round operations. The port’s location makes it well placed to support international projects in German, Swedish and Danish waters.
The terminal was developed to support the ORLEN Group’s offshore projects under the second phase of Poland’s wind power expansion programme, for which licences were awarded in 2023. Under the licences, the Group can construct five wind farms in the Baltic Sea with a combined capacity of 5.2 GW. The first one, Baltic East with a capacity of 1 GW, located off the coast of Choczewo (Province of Gdańsk), is currently being prepared for the December auction. In parallel, a project comprising four licences in the Ławica Odrzańska area is under development. All are being prepared for participation in Poland’s offshore wind support scheme. Three of the five licences are expected to come on stream by 2035, with all projects scheduled for full implementation by 2040.
Smulders is a proven manufacturer of offshore wind farm foundation structures, providing safe access to turbines and substations for technical interventions by operational and maintenance teams. As part of the Baltica 2 project, the company will begin manufacturing internal platforms at its local plant in Żary, with final assembly to take place at the Świnoujście Offshore Terminal.
